US Courts authorized 880 secret wiretaps in espionage and terrorism cases last year, a new record. Such wiretaps have steadily increased since President Clinton took office; there were only 484 such wiretaps in 1992. The secret federal court has authorized 13,600 such wiretaps since it was set up in 1978.--Stephen V Cole
