Insiders at the Pentagon report that the Quadrennial Defense Review was scrapped and a new one started on 12 Sept. On the new plan is a fleet of wide-bodied aerial tankers and new intelligence aircraft. The ancient EC-130s need to be replaced, and the new C-130J airframe doesn't have the internal volume needed for the equipment that the psyops people want to carry. They want a wide-bodied airliner configured for their needs.--Stephen V Cole
