Both Pakistan and India have expressed renewed interest in making a deal on Kashmir, if it will stop the violence. One proposal was to unite Indian and Pakistani held Kashmir with an election to decide the future of the recombined province. India has opposed this, and Pakistan says it is now willing to negotiate without insisting on the vote. Pakistan and India both see the Kashmir violence as more trouble than it's worth.
