The success of the Pakistani army in fighting al Qaeda along the Afghan border is expected to mostly benefit the Pakistani air force and navy. Poverty, and over a decade of sanctions (because of Pakistan's nuclear weapons program), had left the air force and navy short of new equipment, and repairs for what they did have. But since late 2001, Pakistan has become an ally in the war on terror, and the build up of the navy and air force commenced. France is providing submarines, and the United States has agreed to deliver more F-16s.
