 Pakistan has openly said it will not use large scale military operations to deal with tribal violence in Baluchistan. The tribes want more money from the gas fields, and have been damaging the gas pipelines with bombs. This has caused shortages of natural gas in other parts of Pakistan. Only a small number of tribesmen are involved in the terrorism, and the government believes it can make a deal with tribal chiefs to have the tribes deal with the bombers and terrorists.
