President Wahid again exhorted troops fighting rebels in Aceh to respect innocent civilians. The troops in Aceh, however, tend to shoot first and sort things out later. Better trained troops and better officers could do it differently. But years of corruption in the military resulted in a tradition of poor training and tolerance for ineffective officers.
