Army and navy troops have held off rebel attacks on the northern naval base at Kilali. But LTTE rebels continue to close on on the town of Jaffna, now defended by over a division of army troops. Although the rebels are generally outnumbered, they move about more and are not reluctant to take casualties. The army leadership is much less flexible and army morale much more fragile. The head of India's air force is making an official visit to Sri Lanka, although India has refused to provide military assistance.
