Indian scientists admitted that they could build an ICBM (defined as a missile that can go at least 5,000 kilometers.) The Indians have the technology and experience to back up the claim. India has already tested the 2,300 kilometer range Agni-2 missile in early 2000. The Agni-2 is about to go into production. It can reach targets in Pakistan and China. But the "Agni-3", with a range of 5,000 kilometers, could reach the capitals of Russia and China, as well as Korea and Central Europe. India has the scientific and engineering resources to put such a missile into production within five years, but only if the government was willing to spend several billion dollars on such an effort.
